1 Who is it for?
Badal mainly concerns a deceased person who was obligated to perform Hajj but could not, or a living person suffering a permanent incapacity (chronic illness, old age) preventing travel.
2 Important conditions
The one performing the pilgrimage on behalf of another must have already completed their own Hajj. The intention is made on behalf of the person concerned. Legal schools have detailed opinions: consult a scholar.
